KEY POINTS, IMPORTANCE AND EDUCATIONAL IMPLICATIONS OF LEGAL BASIS OF CBDRRM
The Community Based Disaster Risk Reduction Management follows a legal basis to strengthen the disaster preparedness. It also help the community to be knowledgeable enough to reduce disaster risk and awareness raising, also for an effective response for the disaster preparedness.CBDRRM legal basis is important because it helps to increase the abilities of the community to prevent, adapt, response and preparedness for potential impacts of disasters and risks from national government down to the Barangay level and to each families in the community and its neighbors. With this, it broadens the coverage of the different organizations in promoting their plans on their specific fields.
In the law Republic Act 9729 climate change Act of 2009, its focus is to provide policies for the climate change adaptation. And RA 7160 provides the LGUs with the responsibility to deliver the basic services including health, agriculture and social welfare. The RA 9275 localized water quality management with governing boarding to manage water quality issues with their jurisdiction. They have the responsibility for water quality monitoring, emergency response. The RA 8749 provides measures to reduce air pollution and incorporate environmental protection into the governments development plans. The RA 9003 gives power to LGUs to manage their respective solid waste. They plan and implement how to segregate waste, the solid waste and promotion of recycling. The RA 8550 promotes the rights of municipal fishers especially in the preferential use of municipal waters. The RA 8371 stipulates the responsibilities of indigenous people for maintaining ecological balance, restoration of denuded areas and compliance with relevant laws.
So each identified law has an specific organization or agency to handle it. Those are the legal basis which is very important and knowledgeable Laws for the citizens and for the student like me because it help me to see the importance of this laws in CBDRRM.
